As Patrick alluded - the maximum ground capacity is completely irrelevant in this decision as in SA the crowd is currently limited to 20,000. The Grand Final went to WA because they do not have the same capacity restrictions as SA - this is a product of the COVID situation and current health direct...

Maybe Bob if you can detail your alternative suggestion [ie a contemporary art gallery or whatever you think] so the forum can assess the merits of your proposal? So your thoughts on build cost, to buy "content", expected visitation numbers, your projected profit/return on investment etc....

Ask the State Liberal party to release the detailed business plan to justify this project. Until then the project will be seen to be driven by emotion only. Yes its true MONA came effectively via philanthropy, but what an impact it has had. If there was no political motivation involved, the priority of order for crossing alterations/upgrades should be determined by analysing the combination of road traffic volumes and boom gate down time per location. If we were serious about having a bigger impact sooner.
