There are plenty of new projects in Melbounre that have been progressivley opened while still under construction - all 4 towers (50-78 stories) in the Westside project (corner of Spencer St & Lonsdale St), Australia 101 in south Melbourne, Town Hall and State Library underground railway stations ...

I think some kind of permanent fencing could be okay if done correctly and kept open 99.99% of the time. Something akin to the fencing around the Botanic Gardens, that restricts access from every direction and directs people onto formed pathways, but with openings at regular intervals.
