Why on earth would it cost six billion dollars to build Disney Downunder?

It cost around 4 billion just to do the recent works at Disney California Adventure. That was one new land and some theme improvements in the existing lands. The price tag to develop a whole themepark to Disney standards would easily exceed five billion.
