If this is the way development is to be progressed in Adelaide, why don't we just strip councils (and thereby local communities) of any say at all in development? Let them control rubbish collection, potholes and locsal parking, and nothing more.

There is a new ministerial DPA on the way, which will more or less do that. It will cover most of the sites for major development in the city, in addition to the Inner Metro Growth sites already indentified. There is already a queue of developers outside the minister's door, waiting to make their unofficial but very powerful representations. The government and DAC have an agenda, which is often at odds with the wishes of local communities. The LGA is on the government's side as well. The head of the LGA is an endorsed ALP parliamentary candidate.

So just come out and say it frankly: 'Local communities and their elected councillors should have no say in development approvals.'

The trouble is, the desired outcome - higher population density - is already being approached in a less costly and disruptive way by higher density urban infill (see my earlier posts). However, this gradual process does not suit either the political requirements of the government, nor the needs of major developers. That is where the pressure on the government is coming from.
I don't understand how your vision is less disruptive. To achieve the same population density as that created by medium rise buildings along transport corridors, with infill development, would require substantial destruction of character gardens and houses to build townhouses and duplexes. This will have a greater impact on the character of Adelaide's suburbs as opposed to isolated medium rise buildings, along roads which lost their character in the 60s and 70s.

I also thought this developement was planned almost to the brick. Very detailed. I wasnt even aware the local council had any say here.
City of Charles Sturt should put more focus on mowing their overgrown road verges. :evil:

Lol...yes, and I wonder how much that little marketing campaign has cost the CCS over recent times? Really, I'm sure most residents would just rather the parks and verges watered and mowed (not just twice a year) the rubbish collected and the roads kept in good order. So far I reckon they are 1 for 3.

Heh, I saw a commercial on tv advertising one of the apartment buildings(don't think it's been posted here yet), repayments from $43 a week, with guaranteed rental income for 2 years. I wonder how easy it would be to get a loan for an investment property in that building, given that you have guaranteed rental income for 24 months.

I doubt loan repayments are only $43 a week, I think that's the estimated weekly out of pocket expenses for negative gearing! Also, rental guarantees are a massive investment trap used to lure in buyers (the advertised rental guarantee is almost always inflated above market rate).

It depends on who is providing the guarantee.

Generally, if it is a builder or a say serivced apartment then generally it isn't looked at the favorably.

Trial pits were being dug all of last week on these parts of the site. Nice and smelly - reminds me of my years supervising trial pitting on old gaswork sites in London...

They managed to tag a water main while they were at it on Friday morning. There was a nice river flowing out to Drayton St.

It appears the contract for the Plant 4 market has been awarded to the Ceres Market Shed Group to open an IGA. That's the group that run the IGA on Gilbert St in the city, as well as the excellent Market Shed on Holland. They should be a good fit for the area, although I hope their pricing is more in line with Coles/Woolies/Foodland, rather than the higher prices the city based IGAs have.

Hip warehouse revamp gives shape to shopping

ADELAIDE’S new fashionable area is set to become home to the city’s hippest produce market with the redevelopment of a vacant warehouse at Bowden.

The Ceres Market Shed Group will open an IGA supermarket in Plant 4, which will be complemented with cafes, restaurants, small shops, gourmet speciality markets and community event spaces.

It will be run by the operators of the popular Market Shed on Holland and the Gilles St IGA in the city. They plan to open the precinct in about 12 months.

The opening of the site, which used to be Clipsal’s metal press shop, will coincide with development of about half of the State Government’s Bowden project site.

The Government’s development body Renewal SA has reported Bowden has attracted buyers particularly from Adelaide’s southern suburbs and as far as Sydney.

Those moving in have tended to be first-home-buying young professionals in their mid to late 20s as well as older people looking to downsize. The oldest resident is in their 90s.

By mid-next year about $14 million of building will have completed stage 2, coupled with development of the Plant 4 retail precinct, Bowden Town Square and upgrades in the nearby western parklands.

Renewal SA Bowden project director Alicia Davidge said Ceres Market Shed Group had put forward a strong proposal to secure the site.

“The Market Shed on Holland has been a great success story and the team behind it have a compelling vision for retail, food and hospitality at Bowden,” she said.

“Bowden’s retail precinct in the Plant 4 warehouse will be unique, appealing to locals and a wider audience through an eclectic and original range of businesses.”

Ceres co-owner Marilyn Kaitatzis said she saw the site as more than a retail space.

“We hope to offer, with the collaboration of many creative and talented people, a central hub for the communities of Bowden and its surrounds to interact and engage,” she said.

“There will be people in design, the arts and music as well as retailing, fitness and health. Some will be re-using, rearing, farming or growing their offerings, others producing and teaching how to make amazing food and wares.”

UP to 800 jobs will be created from the middle of 2016 when the next phase of a major apartment construction begins on the fringe of the Adelaide CBD.

Two hundred apartments will be added to the $1 billion Bowden development through a new partnership between two leading South Australian companies.

The company Development & Advisory and the Build Tec Group have been appointed to develop the largest parcel of land released so far at the 16.3ha inner northern Adelaide site.

The 5000sqm site will accommodate four or five buildings of between four and eight storeys.

It is expected to employ up to 200 workers at the peak of construction and about a further 600 through its supply chain.

Deputy Premier John Rau said the development would be delivered in stages over three to four years.

“It’s great to have two high-calibre South Australian companies working together on a project of this scale,” Mr Rau said.

“This project will ensure there continues to be quality apartments at Bowden to meet demand and, like all buildings at Bowden, will use sustainable design principles while being energy and water efficient.”

The executive director of the Property Council SA, Daniel Gannon, said that mixed-use development and density at Bowden builds the right environment for job creators and job seekers.

“Increased density and more job opportunities are a game changer for metropolitan Adelaide,” he said.

“Residential offerings complemented by activated retail precincts, local job opportunities, proximity to public transport and green space are fast becoming an attractive option for South Australians.”

The SA property sector was providing jobs of the future by building strong communities, Mr Gannon said.

Development & Advisory was responsible for the redevelopment of heritage-listed Electra House in King William St, while Build Tec was behind the Nexus Apartments at Bowden.

Development & Advisory managing director Ben Yates said the development was setting a new standard for development in Adelaide.

“Bowden is delivering a lot of value to people buying now, with key infrastructure being delivered in the next 12 months, including a new town square and a retail precinct,” he said.

The Bowden development will eventually house about 3500 people in 2400 homes over the next decade.
