THREE separate concept plans of how the current Cheltenham Park racecourse site would look if it was rezoned for residential development were displayed for the first time yesterday.


The plans, completed by the Land Management Corporation, were released at the racecourse in the last community consultation session before a final decision is made on the future of the 48-hectare site.
LMC chief executive Wayne Gibbings said the plans were drawn up to give the public a clearer indication of how the site might appear if the Government allowed the site to be rezoned.

All three plans were conceived around a Government promise that at least 30 per cent of the site would be kept as open space.

The South Australian Jockey Club, which owns the site, does not plan to use Cheltenham for racing in the future.

"We have had some informed comments throughout the day and it's all a part of the community consultation process we are undertaking," Mr Gibbings said.

"The Government has said there should be open space of 30 per cent so we have looked at how that can be configured in three different scenarios."

An independent report on the plans and the consultation process is expected to be handed to the LMC by the end of next month.

It would then hand the report, along with its own recommendations, to the Government for consideration by Cabinet.

West Croydon resident Trish Russell, 45, looked at the plans yesterday but wanted the site to be retained as 100 per cent open space.

"In the western suburbs we don't have nearly enough open space and there is a great need for it in this area," Ms Russell said.

"It would be fantastic if there were wetlands, and a place where we could come to walk our dogs, relax and enjoy it. Sports fields and tennis courts would also be good."

CHARLES Sturt Council will reconsider the plan to compulsorily acquire Cheltenham Park racecourse, despite voting against a proposal to do so last night.

In August, the council resolved to "take no further action" in relation to the sale of the site, but Councillor Robert Grant last night moved that the council ask for state and federal government assistance to buy the site for $6.8 million.

That figure is the value of the site and its improvements determined by the Valuer-General.

Mr Grant's motion was not carried because of a lack of detail, but his suggestion inspired Councillor Anna Rau to foreshadow a future motion to research the technical, legal and financial aspects of buying the site.

The SA Jockey Club has asked the State Government to re-zone the site for residential development and this has met protest from local residents who want it to be kept as open space.

Council has the power to compulsorily acquire land without government approval for certain purposes, including flood prevention and mitigation.

Mr Grant proposed the council acquire the land for this purpose and for use as open space.

"(Each year) 42,000 megalitres of water is dumped into the sea from the Lower Torrens catchment area," he said.

He said an underground aquifer at Cheltenham Park could store about 268 megalitres of water.

Mr Grant's motion came a day after the Land Management Corporation released three concept plans of how Cheltenham Park racecourse would look if re-zoned for residential development.

The plans were based around the Government promise that no less than 30 per cent of the land would be kept as open space.

The LMC will present a report to the State Government by the end of next month.

The SAJC has no plans to use Cheltenham for racing.

PROPERTY billionaire Lang Walker is among the field of developers vying to buy Adelaide's $100 million Cheltenham Park racecourse.
Already involved in a $2billion residential development north of Adelaide, Mr Walker has joined other big-name developers including Maquarie Bank's Urban Pacific, Delfin Lend Lease, Devine and a consortium of Stockland and development group Urban Construct bidding for Australia's largest infill housing site.

Registrations of interest for the 50ha racecourse site, located about 9km northwest of the Adelaide CBD, closed on Tuesday.

Adelaide real estate group Realty Solutions is brokering the sale on behalf of the South Australian Jockey Club.

SAJC chief executive Steve Ploubidis said yesterday that as many as four developers could be shortlisted, with the timing of that depending on a property assessment report expected at the end of the month.

The PAR is necessary for the racetrack land to be rezoned for residential purposes.

The process has been complicated by state Government demands that 35 per cent of the site be left as open space instead of the usual 12.5 per cent.

The Government is also under pressure to limit high-density housing, as well as imposing a ban on high-rise apartments.

While further site limits could push down the expected $100 million purchase price, the Adelaide housing market is recording strong prices, attracting local market debutantes Lang Walker and Mirvac.

Mr Walker is planning to build a 7000-home satellite city at Buckland Park that will eventually be home to about 25,000 people, 30km north of the CBD.

Mirvac has also recently entered the Adelaide market through housing estates in the city's north and a major project at Victor Harbour, 80km south of Adelaide.

Stockland, which has teamed with local developer Urban Construct, remains an early favourite because it already owns the adjoining Sheridan-Actil site, where a proposed $46million housing development has been on hold pending the Cheltenham sale.

Stockland bought the 15ha Sheridan-Actil property three years ago for an undisclosed price after the factory closed in 2004 with the loss of 150 jobs.

Stockland planned 290 lots for the site in a medium-density development targeting young professionals, but now wants to incorporate the land in a much larger Cheltenham racetrack development.

Stockland owns several CBD office buildings and a large industrial complex at Port Adelaide.

However, it does not have a housing presence in South Australia.

The worst possible outcome for this site would be low density housing in any of the layouts suggested by LMC.

Open space or medium to high density mixed use development are the only outcomes that will be of benefit to the city as a whole.

I would love to see the Govt hold an international design competition for the site. This would focus the world's attention on Adelaide and we would get to see some interesting ideas for a change.

Pressure for no high-density development? Will Adelaide ever learn?

This huge parcel of land presents an exciting opportunity to build mid or high-rise home-size apartments set amongst expansive parks and gardens, and still have room left over for rows of bland and uninspired neo-tuscan townhouses and dogbox villas!

Surely we want to be packing loads of people in close to the city these days?

Don't people realise how much it costs the state to keep spreading everyone out with low density areas??? Our only reason....people just want a backyard??

I wouldn't mind apartment living, apartments in the city are really good, most have free gym, pool, spa, sauna facilities, most of those things you cant put in your backyard!! Also you don't even have to maintain them!!

We atm are already underprivileged with low funding compared to NSW and VIC, so wouldn't it be better to bring everyone closer together so the government wont have to keep forking out extra money to facilitate these extra areas with PT etc??

This is a fantastic development but i hope to see higher density development go there being close to the city.

These dumb height restrictions we have I guess keep us from building up too high.

Trust me you pay for these services... Strata makes sure of that.

Cheltenham should be a similar model to that of Mawson Lakes with a mix of house/townhouse developments plus 4-5 storey apartment buildings so there is something for everyone's taste.
We can't afford to keep expanding outwards. We need to consolidate on the amount of land we take up atm and increase density.

I'd be keen for no low density housing whatsoever. Mawson Lakes has shown us that project home builders are incapable of delivering energy and space efficient homes. (Mawson Lakes was set up to be an energy efficient showcase suburb but electricity use per dwelling is significantly higher than the Adelaide average) If they want to protect the low density way of life they should quarantine the existing surrounding suburbs from infill housing and provide medium to high density living in the racecourse site.

That's because it's as hot as hell out that part of town.

I have been to a few homes in Mosquito Lakes and even on a warmish spring day the air-cons are generally screaming.

The two story stuff is a nightmare, poor buggers

Most of the Mawson lakes houses are dark coloured tuscan inspired cardboard with low levels of insulation and no roof overhang. Combine this with a location that is only fit for low-level agriculture or industry and you have an environmental disaster. I've worked on projects in the desert which use 1/10th the electricity of Mawson lakes houses.

When they build the Buckham Park? project we will have to build a new power station to keep up with demand. Apparently for every one of these disastrous houses built it costs the electricity companies $15,000 in upgrades to infrastructure. Don't get me started on the flood mitigation works required (at our expense).

You serious 800 bucks??....bloody pricks!!!

Ah well at least there is no physical maintenance, and just having these facilities would be pretty cool, especially the spa and sauna..... id be using them everyday!!
