I guess it's the same reason that bike lanes come from the meagre "cycling budget", even though the primary purpose is to stop cars from being held up by slower cyclists. Has this been decided? Have the land owners adjacent to that intersection been advised there will be an interchange on their doorstep? Are there plans for land aquesition? Are there plans then for the widening of cross road from the toll gate to South road? What side of cross road will be cleared to make way for multiple lanes of heavy vehicles? All very well to discuss Emerson part in isolation, but the knock on effects are enormous. I can't envisage the existing South Road overpass being removed before a new overpass structure is built on an adjacent alignment. Similarly, it's hard to imagine the existing rail line being closed before the new sunken section is complete, again adjacent to the existing line in the vicinity of the road intersection. Then there's the issue of the existing overpass approaches in relation to constructing the sunken rail line. The new road overpass would likely have to be built before the rail component could be completed.

The existing overpass will remain as is. It will be the southbound carriageway, and a new overpass will be built to the west to accomodate the northbound carriageway.

It does make sense for cross road to be a part of the metro ring route take traffic from the SE freeway to the southern stretches of the NS motorway... However, the resulting interchange if done properly, complete with rail crossing at Emerson and proper freeway style interchange will be a massive undertaking and wipe out a huge parcel of land on all approaches. What concerns me is that it will be treated in Isolation relating to the South road project, without forward vision for the treatment of cross road. That will be another battle entirely. This point, and the treatment of the Thenarton heritage area are probably the most difficult and should be part of a big picture, not single projects as per the rest of this corridor.

I can't help but feel a tunnel would be best. It'd be a long one at just under seven kilometres, and to be brutally honest, probably something that the State Government won't have the balls to even consider any time soon. I think it's a given, there will be a long tunnel constructed as part of the NS Motorway project. The Fremantle Tunnel element consist of twin 3.3km long 12m diameter tunnels each capable of accommodating 3 lanes but will be initially be configured as 2 traffic lanes + emergency stopping lane. The budgeted cost of the Fremantle Tunnel component is $1.3bn but is only expected to require a dozen or so property acquisitions. The $1.3bn cost includes two grade separations beyond the northern end of the bored tunnels (High St and Marmion St Fremantle) which will most likely be achieved by a trench section.
The $1.3bn above does not include funding for the Roe Highway extension (Roe 8 ). This is a separately funded component of the broader Perth Freight Link project.
