curious, what does 'entire building relocated east' mean ? Did they just shift this by a couple centimeters or is that a substantial shift of the footprint?

Yep. It's an underrated part of the city. Been living here for past 5 years and I like it more each day, and I see it changing all the time. With the extra apartment action going on there's definitely more of a cafe/restaurant scene popping up too.
