There is a Christmas event in Light Square run by this project today. Built Environs have a stand at the event.. Looks like they are the builders for this one.

Went to the office today and was told construction will start in late February.

The West Franklin facebook page posted yesterday that they will formally announce their builder on 28th Feb, with construction to begin "shortly after."

As we all knew, the West Franklin facebook page yesterday confirmed Built Environs as the builder.
Article in the Tiser today states that construction will begin next month (given its the 1st, not sure if they mean March or April), and that 150 out of the 270 stage 1 apartments have sold.

Fencing and gates have gone up, hopefully it all starts next week as planned.

My nearby office received a letter from Built Environs today advising that the project is to commence end of April 2017. Scheduled completion date is approximately January 2019. Two electric luffing cranes will be used with the first to be installed in June 2017 and the second in July 2017. Both expected to be there until mid-2018.

At this point in time no application has been lodged for construction works and approval will take several weeks...

yes there are 2 stages of approval.
(1) Planning approval means that all the relevant plans and documents have been submitted and certified that building/ project is structural sound, plus environmental considerations are ok, plus any neighbours and /or general publics objections have been answered.
The approving authority may add terms stating approval is granted subject to certain conditions.
(2) Building Approval means that actual construction is about to commence. In small projects like single houses the builder may simply notify the relevant local council (in writing/email) that actual building construction work is about to start in not less than 2 days notice. For larger projects more formal building approval will involve fees and written exchange(s) between the builder and the approving authority.
ie
(1) means the building is safe to build.
(2) means we are going ahead with the build.
In some cases, if building construction does not commence within a year of planning approval, then the planning approval may lapse and the project may have to be resubmitted for planning approval again.
This is just a simple explanation.
