Any word on whether or not they will be resealing the remaining road on either side of the new tracks? Seems like a no brainer to me but is it budgeted?

Correct. All roads in the CBD are council owned

Just a thought, maybe there won't be a full grand junction at North Tce/KWS so that people using the tram are encouraged to get off at ARS and walk through a completed Festival Plaza area?

Maybe just because it doesn't suit the intended routes. Grand unions are not common, it is not unusual that it will not be a grand union.
The lack of the grand union is really just a sign of sane and logical route planning.
Time to get over this single junction.

Vehicles flooded intersections, blocking oncoming traffic when lights turned red, and some disobeyed traffic controllers as main roads as far as Kent Town and North Adelaide became carparks during peak hour.

This has nothing to do with the traffic works. I see this happen every day. People might remember I've posted about it a few times in the past.

Drivers need to be educated not to chance jumping into a blocked intersection. It causes a lot of congestion at the best of times.

I don't think this is a common problem in Adelaide. When I lived in Sydney, I distinctly noticed that it happens all the time there, like it's part of the driving culture there.

Anecdotal, but I see at least two occurrences of it each day walking home from work at various intersections.

King William and pirie/waymouth - it occurs at basically every light sequence during PM peak hour. Particularly dangerous given it's a scatter crossing so you have (rightly) embarrassed motorists trying to scurry out of the middle of the intersection in the midst of heavy pedestrian movements.

It's telling that the 'tiser would apportion blame to civil works for it, rather than the selfish and impatient drivers who are illegally entering blocked intersections.

Right then. Time for the cops to do a blitz that is just "revenue raising".

The cops would have a field day for intersection obstruction offences in the CBD. Grenfell / KWS is another notorious intersection, as is Grote Street crossing over KWS northbound in Victoria Square in the PM peak hour (which has only gotten worse since the Central Market right hand turn has been put in).
