Not sure if this has been mentioned, but the flappy things are a temporary measure until vines are planted and have been given some time to establish.
So someone thought it best to make the area look like a slum laneway with people's lederhosen hanging from the balconies rather than wait for plants to grow.

Aha

From today. Bentham Street is now one way only, with a counter-direction bike lane.

$8m transformation of Gawler Place in Adelaide CBD to begin
Jade Gailberger, City Editor, The Advertiser

THE $8 million transformation of Gawler Place into a pedestrian boulevard is set to begin this month.

Wider footpaths, new lighting, greenwalls, seating and outdoor dining are planned for the laneway, on both sides of Rundle Mall from North Tce to Grenfell St.

A paved granite roadway, uplit trees and more bike racks are also included to enhance the shopping precinct.

Tender applications for the construction and landscaping project close next Tuesday.

Lord Mayor Martin Haese said the upgrade would not only beautify the area, but provide “safer access to pedestrians, while also retaining essential services and vehicle access to the street”.

At least 9400 pedestrians walk north through Gawler Pl daily. That is expected to increase by another 3000 people once the North Tce tram extension is completed.

A contract is expected to be signed by January 22 and works will begin from January 29.

Adelaide City Council has requested that the works be completed by October 31, in time for the November 9 local government election and the Christmas trading period.

However, exterior works planned for Rundle Mall Plaza, at the corner of Gawler Pl and Rundle Mall, is set to affect the progress of the council project.

Tender documents reveal the council is also requesting design services for its Chinatown Reinvigoration Plan and development of a concept design for Moonta St.

The Opposition has committed $500,000 to revamping Chinatown should it win the state election. That would include a permanent cover over the length of Moonta St.

The Central Market area is a focus for the council this year. Improvements are planned for Gouger St, while the Market Arcade lease returns to council.

Why on earth does Moonta Street need a “cover”? The Liberals have no public transport policy but heaven forbid a drop of rain befall their heads in an open air mall.

That's just bizarre. Who in the world has ever expressed an issue with Moonta St not having enough shelter?

The "flappy thing structure" has watering systems and planting spaces for the vines set and ready to go. The sooner they take down the material items the better, they looked horrendous last night, all twisted around each other. Look like someone was doing their bed sheet washing in a tornado.
Walking on over....

The pic doesn't do it justice but those flaps were particularly bad today. They're starting to clump to each other and be permanently bent towards one side.

Hard to believe that it hasn't occurred to the Council to admit the error, remove this laughing stock and get planting the vines that were intended for this design.

I agree that they should at least be removed. IMO they aren’t achieving anything right now, other than detracting from the many good elements of the recent work.

Once they take those godawful flaps down, the ACC could open it up as a city first 'public clothesline'.

Some respect please. Many good people died receiving the atomic wedgies that built this thing.

I'm guessing that the ACC's pretty aware that these things suck and is just having it out with whoever they bought them from as to who's responsible. They should probably just take them down now and argue about who pays to replace them later.

The flaps needed to be made of thin metal, like the similar design element at Victoria Square.

When are the vines being planted? Not now because of the heat?
