In my opinion, seeing that SA has a world standing in the Arts and festival culture this should be used within the Vic Square redevelopment to enforce Adelaide's love of the arts...
The square (if traffic is closed off) is big enough that every festival, Glendi, Italian, Indian....etc can be held there, which would act as a drawcard for people into the city! The area that is Fed square in Melbourne is much smaller than Vic Square, so we have a chance to create something special and UNIQUELY SA.

TARNDANYANGGA [CWA&P] (2006/02250)
PURPOSE
To seek a decision of Council in relation to a proposed community ideas prize for
Victoria Square / Tarndanyangga.
RELEVANT CORPORATE GOAL
Increased pride of City residents, workers and business owners, resulting in increase
in visitor numbers.
KEY ISSUES
• The extension of the Glenelg Tram line and the realignment of the tramway to
the Western edge of the Square has changed the conditions of the square.
• The State Government have proposed a community ideas competition aimed
at generating discussion and creative proposals for the square.
• The proposal has potential to complement Council’s current conceptual design
work for the future of the Square.
RECOMMENDATION
That:-
(1) Council endorses and supports the proposed State Government
“Community Ideas Prize†(Attachment A to Item No. 5.1 on the Agenda
for the meeting of the Capital Works, Assets & Projects Committee held
on 10 September 2007) for Victoria Square / Tarndanyangga.
(2) A report be presented to the Capital City Committee detailing the two
winning ideas.

REPORT
Background
1. Council’s 2007/2008 business plan includes a project to investigate design
options for Victoria Square / Tarndanyangga.
2. These options have been influenced by the tram extension project. An
approximate 1600 square metres of open space on the Southern end of the
Victoria Square / Tarndanyangga has been made available due to the
decommissioning of the tram terminus.
3. The newly aligned tramway along the Western edge of the Square has
changed the conditions of the Square.
4. In addition to the tram extension a recent increase in building development in
the vicinity of the Victoria Square / Tarndanyangga precinct has also opened
up opportunities and a renewed interest in how the community uses the
Square.
5. Several small or special projects have been implemented in recent times
within the Square; this includes new solar lighting, other lighting upgrades,
paving upgrades, fountain restoration, annual flower bed planting, and tree
replacement.
6. At its 16 August 2007 meeting, Council's Reconciliation Committee discussed
the proposed ideas competition for Victoria Square / Tarndanyangga.
Subsequent feedback from the Committee highlighted that, whilst it is
important to acknowledge the traditional ownership and significance of the
Square to Kaurna people, it is also important to acknowledge the Square as a
special meeting place for all Aboriginal communities.
7. The State Government has proposed a community ideas prize to encourage
submissions of ideas towards an enhancement plan from a broad range of
participants.
Discussion
8. The proposed community ideas prize is in line with the following policy and
strategy requirements of Council. These documents have provided guidance
for the project objectives.
• The Strategic Management Plan 2004-2007
• The Visitor Growth Plan
• Public Spaces, Public Life, Gehl Report.
• The Community Land management Plan: Victoria Square /
Tarndanyangga
In particular, the Draft Community Land Management Plan: Victoria Square /
Tarndanyangga outlines the proposed vision, historical overview, management
context, existing uses, issues and directions for the Square. This will be
included in the information pack for the proposed community ideas prize. It is
also proposed that the information pack contains content on the importance of
Victoria Square / Tarndanyangga to Kaurna and broader Aboriginal
communities.

9. It is intended that the community ideas prize will assist Government and
Council to understand community aspirations as to how these ideas can be
incorporated into the future planning and design work for Victoria Square /
Tarndanyangga.
10. The purpose of the proposed community ideas prize is primarily to obtain
ideas from the community for Victoria Square / Tarndanyangga that:
• Respond to the opportunity for a “park Square†that provides maximum
potential for events, recreational and other public activities.
• Respond to the dual-naming of Victoria Square / Tarndanyangga by
Council, which recognised the traditional ownership of the area by Kaurna
people and the importance of the Square to all Aboriginal language
groups.
• Consider the Square strategically in relation to the City.
• Respond to the recent redirection of the tram to the Western side of the
inner green belt and the return to open space of the previous tram
terminus in the centre of the Southern half of the Square.
• Respond to the rich Cultural heritage of the Square, and build on the
existing character and built heritage around the perimeter of Victoria
Square / Tarndanyangga (such as the Central Market).
• Create an accessible Square for pedestrians and consider vehicular
movement in and around the square.
11. Ideas for two categories are sought.
Category 1:
Ideas, for the treatment of all spaces formed by the existing road network,
tram line alignment and existing public monuments.
Category 2:
Future Square; practical and creative ideas not constrained by existing road
network, public monuments and layout.
12. An evaluation panel will assess each entry and make recommendations to
Council and the State Government. Three entries in each category will be
short-listed as finalists.
13. The winning entry will be decided by the Lord Mayor of Adelaide and the
Minister for Transport Energy and Infrastructure based on the assessment
criteria.
14. The proposed timeline for the proposed Community Ideas Prize is:
• Launch 26 September 07
• Information Session 15 October 2007
• Closing date for submissions 31 January 2008
• Announcement of Short listed Entries 29 February 2008
• Winners in both categories 28 March 2008

15. The top three ideas for each category will be publicly displayed and published.
The winner of each of the two categories will each receive a $10k prize.
16. The community ideas prize will be a licensed competition and all proposals will
become the property of the State Government and the Adelaide City Council
on submission.
17. A total prize money of $20k is allocated for the community idea winners and
$20k for the associated costs (the development of the prize brochure, launch,
display and publication of winners) and this will be equally shared by the State
Government and the Adelaide City Council.
18. Council’s $20k contribution can be met from project B701, Victoria Square
Regeneration. At this stage, there is no significant enhancement capital
funding allocated to upgrading the square. The indicative long term capital
program indicates possible allocation of funding from 2010 through to 2013.
Conclusion
19. The proposed ideas competition and competition brief be implemented as
outlined in the design brief (Attachment A).
