I wouldn't consider those houses to be part of a slum. How do you define what a slum is?

I didn’t. My comment was basically a humorous comment against that particular development because it did not turn out to be as nice as the renderings and because in the end it looks very cheap - like some developments I have seen elsewhere for cheap medium density apartments.
No I wouldn’t call Norwood a slum.
