Yes appear to be an artistic collective. They are painting images of children in the purple colour but they are similar in realism to the war memorial etchings down Kintore Avenue. It's Hurtle Square, theres five squares in the CBD, not very hard to learn them Victoria, Light, Hindmarsh, Whitmore and Hurtle squares https://en.wikipedia.org/wiki/Hurtle_Square - Halifax is a street.
