That’s probably a sign of the slip form on the core is about to be removed. What you pointed out is the external stairwell that allows access to different decks within the form work.

Looking at the plans, no. Lift motor may be in the basement but there is definitely an overrun shown.

I know this render shows the old facade but the structural design hasn't changed.
