It's down to two
One is the builder who built stage 1 but the developers weren't exactly 100 per cent happy with

Why would there be a piling rig on site when all the subconstruct was done with the first stage?

Nothing would please me more if Hutchinsons win the job. Hindmarsh try to negotiate and enforce 45 day payment terms. Would have to have rocks in your head to work for/with them.

It is unethical as far as I am concerned and should be forbidden.
Builder's get paid within 7-14 days, therefore there is absolutely no reason for them to try and enforce 45 day payment terms as they only want to increase their own cash flow and profit further on interest.
Why should small-medium sized suppliers or subcontractors 'fund' building projects for builders and clients when they have their own bills to pay before getting paid themselves?
Hindmarsh is the only builder in SA that I have struck that request for 45 day payment terms. Traditionally, subcontractors don't get paid on the 45th day in any event, as builders have payment cycles where they may only make payments on Fridays. And then there is the lag between when the payment is made and when it is actually received. It can blow out to 50-55 days.
If you're that desperate for work and are willing to work for onerous terms and conditions, it should be questioned whether you should be in business in the first place.
That is what is wrong with 45 day payment terms.
