It's only 8 levels of apartments. Maybe shopfronts with a row of parking behind is more space-efficient than shops on all sides and a driveway to elevated parking. The next (4th) new forme project is just commencing on the eastern side of Hurtle Sq just north of stage 2 & 3. So far 2 different sections of the basement have been dug. picture 26/9/2020.

The roofline has a different angle to the balcony. It makes the building look a bit leaning tower of Pisa to me in this mock-up.
