Aren't all those businesses about 200m in from South Rd? What could possibly need that wide of a corridor?

I assume that location will be used for equipment storage, site offices, concrete plant, and other such things.

Also wouldn't be surprised if the 40ish degree turn as South Road goes across the Torrens is eliminated, with the new route being a bit to the east.

Ironing out that turn near the old Cadbury Factory is going to be tricky, it's right up against Hindmarsh Cemetery and relocating graves doesn't sound like a fight the government wants to take on. I have a feeling any land acquired to the east of South Road will be returned to the community as green space, in part for what residents will lose at Kings Reserve during and after construction.

I'd say they will tunnel under the cemetery and the Torrens - from the Expressway now - and the land to the east of the Brickwork will be the new interchange come Tunnel enter/exit space

I'd also suggest the West Hindmarsh Hotel will disappear as well.

15 billion ! Wow I think this the most expensive 10.5 km stretch of road in the world without a bridge
1.25 billion per km and still no link to south eastern freeway

If that number is true then it's $5b more than the former Liberal government's plan for the motorway, and with a completion date has already been pushed out by at least two years.

Indeed, that extra $5b could have been spent on linking it to the SE freeway.

Tunnels will still be built along the North-South Corridor under revised plans unveiled today, with Infrastructure Minister Tom Koutsantonis claiming the cost of the original motorway design would have blown out to more than $15 billion.

Koutsantonis confirmed that the Malinauskas Government would be “proceeding with a tunnels design solution” between the River Torrens and Darlington, with construction on the mammoth state and federal-funded South Road project to end by 2031.

The cost of the revised plans, construction start date and number of homes set to be razed as part of the 10.5-kilometre upgrade will be announced at a press conference later today.

Twin tunnels, “lowered and ground-level motorways” and overpasses and underpasses featured in the former Marshall Government’s plans, but Infrastructure SA warned the design had “major issues and/or risks”, prompting Koutsantonis to delay the upgrade and commission a review.

The review included a financial audit of the final design costings by independent consulting firm PwC and detailed cost estimates for two alternative roadway solutions as a benchmark comparison.

According to the government, the review found that the original plans would have cost $15.15 billion – $14.3 billion of which would be spent realising the reference design and $850 million for “essential” network upgrades.

That compares with the $9.948 billion price tag announced by the Marshall Government in its final business case.

An Infrastructure Australia analysis of the previous government’s business case published in February found that the upgrade proposal had a benefit-cost ratio of 0.7. Any number below one means that the costs outweigh the benefits.

The review found that if the government had spent $9.948 billion, only the southern tunnel section of the original 2021 reference design could have been built, with integration to South Road “at or around Richmond Road or James Congdon Drive”.

The government said that under that model, South Road would have been retained in its current configuration between the River Torrens and Richmond Road, with various intersection upgrades incorporated into the design.

It said the review found that this solution would still have costed more than the original budget, coming in at $10.9 billion.

The review also found that the 2021 business case underestimated the number of properties required for compulsory acquisition.

It found 412 properties would need to have been acquired if the former plans were realised – up from the 393 properties previously announced.

Koutsantonis said keeping a “piecemeal approach” to save money in the short-term would have prolonged uncertainty for western suburbs residents and commuters.

“It is vital we do this crucial project right first-time, and for the long term,” he said.

“Delivering a project of this magnitude required a rigorous financial assessment, and it is clear from the state Labor Government’s thorough review that the project scope included in the 2021 business case was simply unable to be delivered for $9.9 billion.

“This project is too important to risk on an ill-considered or second-rate solution – we only have one chance to do this right, and that is why we have taken the time to ensure we have the right option, correctly costed.”

The Opposition’s infrastructure spokesperson Vincent Tarzia told ABC Radio Adelaide this morning that the Marshall Government had its plans verified by independent bodies such as Infrastructure South Australia and Australia.

He questioned whether the Malinauskas Government had done the same.

“We made sure that when these plans were formulated… that we minimised the impact on residents and businesses,” he said.

“Look at how the Labor Government have released this announcement – they’ve done it outside the parliamentary sitting week when they know that they’ll be avoiding parliamentary scrutiny and they’ve done it somewhat about 10 days before Christmas.”

InDaily asked when the major works were scheduled to start. A state government spokesperson said that information would be announced at today’s press conference.

It comes after Department for Infrastructure and Transport CEO John Whelan last month told a parliament committee that the previous timeline for the North-South Corridor was unrealistic, but maintained it would be finished in 2031.

“Previously this project was presumed to have been going to market in April of this year,” Whelan told the committee.

“We are not in a position to go to market yet, and we never were in a position to go to market in April of this year.

“So as far as any delays, I think it would be remiss to say there are delays to the project – what it has been is we’ve had to relook at the old reference design and investigate some options which were of some concern.”

However, it is understood more properties will need to be acquired to accommodate the latest changes.

Mr Koutsantonis has previously flagged his intention to remove elevated roadways at Anzac Hwy and West Hindmarsh, which had proven unpopular with local communities. PwC’s financial audit also provided cost breakdowns for two other roadway solutions as a comparison. These included the “Open Motorway” option, a combination of below-grade “open” motorway and above-ground structures, which was found to have an estimated total cost of $14.5bn and would have required 813 property acquisitions.

The audit found the “at-grade” motorway option would have cost an estimated $12.8bn and required 867 acquisitions, including the Thebarton Theatre, St Anthony’s Church and Hilton and West Thebarton hotels.

It found that if the $9.9bn budget was maintained, only the southern tunnel section of the original reference design could be delivered.

Mr Koutsantonis said it was vital to do the project “right first-time”.

On Tuesday, the opposition accused the government of trying to “stem any political damage” after 10 job advertisements for “engagement specialists” were posted online last week. However, a government spokesman said the roles already existed within the department’s structure and only five related to the North-South Corridor.

New on and off ramps will improve connectivity in the state government’s $15.5bn revised design of the Torrens to Darlington project, which will require acquisition of 125 extra properties.

The new plans, revealed on Wednesday after a lengthy review, confirmed the removal of elevated roadways at Anzac Hwy and West Hindmarsh, which were included in the former Liberal government’s $9.9bn 2021 design.

They also reveal a new off-ramp on the motorway, north of Anzac Hwy, would provide access to Richmond Rd and James Congdon Drive, while a new southbound on-ramp from James Congdon Drive will provide an alternative for motorists to travel south.

New designs for the Torrens-to-Darlington section of the North-South Corridor have been revealed.

As revealed by The Advertiser in October, the northern part of the motorway will be shifted to the east to take South Rd southbound over the corner of the Hindmarsh cemetery. A shorter, low-height structure will be constructed to accommodate the change.

Commercial properties on the eastern side of the road will need to be acquired but homes along Jervois Ave, on the western side, will be saved or only partially acquired.

At Anzac Hwy, the single-lane structure has been removed and right turn from Anzac Hwy onto South Rd has been reinstated for “improved connectivity”. The new design will require acquisition of an extra 12 homes and seven commercial properties.

At the southern end, near Clovelly Park, the entrance to the tunnel has been shifted about 300m to the north, which the government said addressed “a serious safety concern for merging and weaving traffic”.

A new pedestrian/cyclist bridge will also improve connection between communities along the sides of the corridor.

Of the 125 extra acquisitions required under Labor’s plan, 31 are located at the Clovelly Park end of the southern tunnel.

Another 19 are around the Anzac Hwy intersection, 25 are just north of Anzac Hwy, 32 are at the Richmond Rd/James Congdon Drive connection and Sir Donald Bradman Drive, and the final 18 are between Kings Reserve and the northern end of the project.

There were 13 acquisitions that had been previously flagged but are no longer required under the new plan.

At a cost of $15.4bn, the project will require $5.45bn extra funding, which the state government said will remain split on a 50:50 basis with federal counterparts.

Buried in the additional Program scope is creating a four way intersection between Grange Road, East Terrace and Holbrooks Road, to increase capacity during construction, which is long overdue.
