Adelaide rules are the exact same as rules seen in Perth and Brisbane.
Adelaide is not unique or 10 years behind etc.
Adelaide does a typical thing seen in multiple other major cities in Australia.

All that said I would entirely support unrestricted trading in the Adelaide CBD.
I haven't actually seen retailers demanding for unrestricted trade in the CBD.
Perhaps that is because they have no desire to open longer?

The law should be changed to allow any retail business, or eatery, or pub/bar/club, to open 24 hours a day, every day of the year.
The only restrictions should be on 'music' impacting nearby residential areas, and of course how traffic and such will affect nearby residential. The usual stuff taken into consideration before licenses etc are granted.

But if you own a retail outlet and want to open on a Sunday between 9am and 9pm, you should be able to, be it in the city or cbd.
If you want to open 7 days a week, and operate between 8am and 11pm at night, you should be able to.

If you can afford to open your business when you want, and pay your staff accordingly, you should be able to do it.
There will always be people who will want to work hours that others consider crazy.

Giving businesses the opportunity to open when they want, as long as they want, doesn't mean that every retail outlet and eatery will be open every public holiday and staff will have to work.

Retail is one thing, liquor licensed venues another. There's more than one reason why those should have restricted hours in residential zones.
