North-South Corridor project consortium selected as plans tweaked and earlier finish touted
Tweaks have been made to the long-awaited South Rd tunnels project as a major milestone is reached, with hopes it may open sooner than expected. See the new video.
The long-awaited and highly anticipated South Rd tunnels project has been revised again as hopes grow it may be delivered earlier than the expected 2031 completion date.
Prime Minister Anthony Albanese was in Adelaide on Sunday morning with Premier Peter Malinauskas and Transport Minister Tom Koutsantonis announcing an update, including the selection of the construction consortium.
The $15.4bn project will be built by a consortium comprising John Holland, Bouygues Construction, Arcadis Australia, Jacobs and Ventia, who have vowed to come in on budget.
The group has confirmed it will use three tunnel boring machines during construction, instead of the expected two, meaning both the south and north tunnels can be built concurrently.
This has raised hopes the project will be delivered earlier than expected.
“We’ll have three tunnel boring machines operating instead of two – guaranteeing this project will be delivered on time,” Mr Malinauskas said.
“In fact, once the TBMs arrive next summer, we’re hopeful the delivery deadline can be brought forward.”
The consortium has confirmed it will implement enhancements to the project that were not a part of the reference design from December 2022,
including:
A connection free from traffic lights between the motorway and James Congdon Drive, providing seamless access to and from the CBD;
INNOVATIVE tunnel portal arrangements that enable improved and lowered motorway sections with faster construction times and reduced costs;
MORE trees planted to help green the corridor;
IMPROVED tunnel design and shorter cut and cover tunnel sections, which will reduce energy use and costs, and minimise surface impacts to communities next to the motorway;
INNOVATION for the construction of tunnel cross passages for safety, and other systems elements of the tunnels; and
IMPROVED experience for cyclists and pedestrians with universally accessible paths, shared-use paths and active travel corridors, with regular safe east-west connections.
Mr Koutsantonis hailed the selection of the construction consortium in the third quarter of 2024, as they had promised.
“This is a historic day for South Australia, as we now know who will be delivering the largest infrastructure project in our state’s history – and we hope to deliver it earlier than previously anticipated,” he said.
Once finished, the project will allow motorists to avoid 21 existing sets of traffic lights between the River Torrens and Darlington and will complete the non-stop 78km North-South Corridor between Gawler and Old Noarlunga.
Traffic is expected to move between West Hindmarsh and Darlington in as little as nine minutes, shaving up to 40 minutes off peak hour travel times.
About 5500 jobs per year will be created during the main construction, with 90 per cent of labour hours to be undertaken by South Australians.
Ninety per cent of workers are expected to be South Australians. The consortium has committed to a minimum of 6 per cent Indigenous employment on the project, as well as more than 600 jobs for apprentices and trainees, and opportunities for more than 220 long-term unemployed people.
Main construction works will start in 2025, with tunnel boring machine works for the southern tunnels planned to begin in the second half of 2026.

Hopefully once Torrens to Darlington begins the government will set to work planning the next big infrastructure project so we can retain the skills gained from this project and roll that expertise over to the next project. Likewise with the group that will be grade separating the tram line.
A continuous pipeline of works is the only sensible way to build big infrastructure.

Agreed. If this will be done by 2030, we should be planning now for the city rail tunnel to start from about the same time if not earlier.
