Playford is a poor area and poor kids aren't going to be spending money on entering an ice skating venue.
Playford, like Salisbury, Port Adelaide Enfield and Onkaparinga, is quite wide from the foothills to the sea. Characterising the entire population of the LGA as "poor" or "rich" is unreasonable. It might work for smaller councils like Adelaide, Walkerville and Charles Sturt.

the facility will be located in the central area
If/when the Playford Ice Arena is built, it will be the closest ice rink for anyone living north of Gepps Cross in South Australia or western New South Wales and Victoria. It's not being built with public money, so if it brings people into Playford from other areas, then that is good for the local economy.
It won't need every person from Playford to take up figure skating, curling or hockey to be successful. An ice rink might lead to an increase in roller skating too.

I recall taking some schools to the Ice Arena for hockey, another venue would be welcomed I'm sure
