The project is split into three packages, one infrastructure package and two building packages. This project is geared for the bigger players who will likely engage some of the local top tier contractors to get involved. The size of the project will mean that most of the players in Adelaide will get a slice of the $650 million pie...

Tenders have been called for the first two Hardened and Networked Army facilities and infrastructure to support the new battalion at the Edinburgh Defence Precinct, north of Adelaide, further strengthening South Australia’s status as the nation’s defence capital.

Premier Mike Rann has welcomed the decision by the Commonwealth Public Works Committee to allow the tenders for these packages to be called before they’ve completed their deliberations on the project

“The tenders cover the first major works to support the establishment of a new battalion,” Premier Mike Rann says.

“Over the next three years, we’ll see the 7th Battalion re-established at Edinburgh as a mechanised infantry battalion, with 1,200 soldiers, and more than 350 vehicles.

“The Commonwealth Government has called tenders this week from the short-listed contractors for the first works package, which includes working accommodation, training facilities, and site-wide infrastructure.

“It’s expected that tenders will be called within months for the second phase of work – the common user facilities for both the Army and Air Force, including a new combined mess, medical, fitness and community facilities as well as infrastructure works.

“Subject to parliamentary approval, construction is expected to start by the end of the year and be completed by 2011.

The Hardened and Networked Army Project is much broader than the relocation of 3RAR to Adelaide. Although it will bring about substantial development around RAAF Edinburgh, this is just one piece in a very big puzzle.

It is yet to be determined what programs will be continued under the new Rudd Federal Government.

A new defence White Paper is imminent and it will dictate the future strategic direction of the ADF.

The Government has committed to this project, which is part of HNA (a defence term I dont know much about and yes, is some sort of a strategic thing).

Methinks this project is likely to further tighten the availability of subcontractors and hence building costs in the years to come. The release of a significant parcel of land at Blakeview by the State Government is yet another indication that there is an expectation that there is going to be a lot happening in northern adelaide.

HNA is basically an EMP secure communications system similar to the internet in that you can knock out one section and yet the whole system can remain fully operational.

MORE than $1.1 billion will be spent on new defence facilities during the next three years.

Parliament today approved seven projects, at a total cost of $1.117 billion.

The biggest is a $623 million Hardened and Networked Army development at the Edinburgh base on the outskirts of Adelaide.

Parliamentary secretary Mike Kelly said HNA would greatly strengthen the army's protection, mobility, firepower and communications in more complex, dangerous and uncertain environments.

It would increase options in terms of the size of a combat force and the length of time it could be kept on operations.

As part of the initiative the 7th Battalion, Royal Australian Regiment, was being re-raised as a mechanised infantry battalion, Dr Kelly said.

Now temporarily in Darwin, it would be based at Edinburgh with supporting artillery, combat, engineer and logistics troops.

The developments at the base would include accommodation and training facilities, including urban warfare training, for the army and air force.

The other projects are facilities for new multi-role helicopters which will be spread across four bases, redevelopment at the RAAF base and Robertson barracks in Darwin, new works at Gallipoli barracks in Brisbane and upgrades of engineering services and early warning capabilities at RAAF base Tindal in the Northern Territory.

The lower house approved the projects, following scrutiny by the public works committee.

The tenders for this project were advertised in the Weekend Australian and AusTender several months ago. Also the movement of around a thousand army personnel (plus their familiies) was mentioned in several threads at that time, concerning population growth (from mining, defence etc etc) and the impact on services.

Anyone wanting to get an investment property could do worse than looking in the areas near Edinburgh, especially ones up on the hillside with views to the coast . With the defence personnel increasing, additional houses (other than Defence homes etc) will be needed.

And if Adelaide gets to develop like Perth, there will be quite a few additional mining support companies (drilling, spere parts, field supplies etc) that will set up for the mid and far north mines, along the northern corridor from Adelaide.

This has been talked about every now and then but I could not find a seperate thread. If there is one, sorry for any duplication.The hardened and networked army concept will deliver enourmous benefits to Adelaide, especially the northern suburbs.

The following is from the Department of Defence Website.

"On the recommendation of the Army, the Government has agreed in principle to relocate 3 RAR from Sydney to Adelaide. Adelaide offers the ideal location for the 3 RAR mechanised battlegroup and for Defence families. Adelaide has good access to training areas in Central and Northern Australia via the new Darwin to Adelaide rail link. Importantly, this training can be easily combined with other mechanised elements from the 1st Brigade in Darwin, further lifting the
Army’s capability. Furthermore, having mechanised battalions in both Northern and Southern Australia will allow rotations from tropical conditions during a soldier’s service".

The tenders for the head contract were listed in the Weekend Australian, I think with a value of around $700m. With that level expenditure and the movement of around 1,000 families from Sydney to Adelaide, this is a major step forward for SA as a defence manufacturing and logistics centre.
