Feedback wanted on city hospital rezoning

Minister for Urban Development and Planning Paul Holloway today published the proposed rezoning of the Adelaide rail yards site to accommodate the new Marjorie Jackson Nelson Hospital.
“The construction of the hospital and proposed rezoning of this part of the City will make an enormous contribution to the continued rejuvenation of Adelaide’s West End,” Mr Holloway says.
“Rezoning the rail yards site for the state-of-the-art Marjorie Jackson Nelson Hospital also opens opportunities for other developments in this often overlooked part of the city.
“Additional open space created by the proposed rezoning and remediation of the rail yards will also allow this part of the city to better connect with the River Torrens and West Parklands.”
Mr Holloway says the planned rezoning addresses issues such as the design of the hospital, its effect on rail services, and the way it connects with adjoining areas such as UniSA campus, the Parklands, the River Torrens Linear Park and Adelaide’s West End.
The publication of the proposed Ministerial Development Plan Amendment to the City of Adelaide Development Plan kicks off an extensive eight-week consultation process conducted by the Development Policy Advisory Committee that includes a public meeting near the hospital site.
Public submissions will be received until 27 November 2008 with a public meeting held at the Mercure Grosvenor Hotel’s Glenroy Room at 175 North Terrace at 7 pm on 16 December 2008.
Mr Holloway says the Ministerial DPA process that leads to the rezoning will ensure the Adelaide City Council’s planning policies for this area are consistent with the construction of a new hospital.
A Development Plan contains the zones, maps and explicit rules that guide what can and cannot be done in the future with any piece of land within the area it covers.
These zones, maps and policies provide the detailed criteria against which all development applications for the area are assessed.
Mr Holloway says once the rezoning is concluded, a change in land ownership from the Minister for Transport to the Minister for Health, and a report to be submitted under the Parklands Act will be necessary before the construction of the hospital can proceed.
