So... two levels since mid august, now 10/12/09 - rather slow - reminds me of 400KWS till it got going. Any known reason for the current pace of construction?

The foundations for this building were quite complicated and required multiple pours over different levels.
Once out of the ground and xmas is over, should move along fairly quickly.
