It’s not about confidentiality, I just cannot comment on development if it is coming to the DAP. The DAP items are available on the web and I urge you to sit in on a meeting sometime.

A heads up - was interviewed by Daniel Wills of the Advertiser yesterday about potential for 50 plus building in Adelaide – should go to print Monday/Tuesday next week.

Really sorry I can't go to the mtgs - I live near that QLD capital - you know the one. Would be in on those mtgs in a flash if in Adelaide.
Clr - is this 50 plus bldgs in the CBD - potential or real possibilities?
Lastly, can you supply the DAP site name in one of your next posts. Effort most appreciated.

50 plus quantity of buildings or a building with 50 plus levels?

To AtD,
Thanks for your thoughts and suggestions on my Notes. Quite honestly I find producing them quite a challenge and I appreciate the discipline imposed by the 2-page format. (I leave longer stuff to my colleague Stephen!) Perhaps I should leave a little more white space on the page.
A key thing for me is the topicality of the Notres which is why I always try to have them out within a few hours of the latest Council Meeting.

I meant 50 plus stories…in my world it’s possible, it’s just when not if. Every major project requires 10 years of focussed effort IMO.

Councillor Yarwood,

Assumedly, if elected to become Lord Mayor, one of your policies would be to review and change the height limitations in order to increase the scope of the potential for a 50 storey building? To me, it would seem like common politics to say something, and not do anything, which unfortunately I feel has been the case for some of the council's and state government's elected representatives. I sincerely do hope that you will take upon the challenge - you have the great support of us here at S-A, and also amongst others who share your vision of a better Adelaide.

The previous Development Plan Review has in place plans to review population density and building height as a high priority after Sustainability – I would hope regardless of if I get elected this will be on the cards.

If elected I would ENSURE it would be addressed!

That is development assessment – building heights is an amendment to the Development Plan – called Development Plan Amendment (DPA) process.

This is 100% council responsibility subject to the Minister signing the front page at the end.

Spent last 6 years doing policy planning in Local Government, worked in Ministers Policy Planning unit and reviewed policy planning documents for the Environment, Resources and Development Committee of Parliament – know the system and the players inside out!

Irrespective of final approvals, increased height allowances in the ACC Dev Plan advertises a progressive attitude, and will provide greater level of certainty to Developers.

Clr Yarwood, it is great that you support the erection of buildings of 50 levels in height.

Skyscrapers are signs of confidence and wealth, and that is why they are erected. They are symbols of pride for the cities in which they are erected. I feel the erection of a 50 level building would serve to boost the confidence of the people of Adelaide, and send a messgae that we are back.

However, even though it is great that you support this, support alone will not see this become a reality.

I would like to see the private sector, the ACC nad the State Government work together to come up with a 50 level building. A 50 level building would introduce a large amount of office space into the CBD office market, thus without, a tenancy such a building will never become a reality. Hence this is why the partnership with the state government is vital, as the state government is probably the only tenant with the requirements for such a building. Hopefully, the state government can be convinced of the merits of such a venture and convinced to move the offices say in the State Admin Centre, in the Wakefield Centre and the Education Department into such a building.

Furthermore, if these buildings were vacated they could be turned into apartments. This would result in at-least 1000 new residents living on Victoria Square, which in turn would help solve another problem here in Adelaide; the dead heart that is Victoria Square.

Guys, once again you have it the wrong way around. I think you all need to quit your subscription to Cock Measuring Weekly... I mean your membership of Skyscrapercity. :lol:

It's not "If YOU build it they will come." It's "When they come THEY will build it."

Governments should not be in the business of building skyscrappers. Everywhere in the World where the main motivation behind such a project comes from a local government's desire just to have one, it seems to all go wrong. Look at our past, State Bank Building (now Westpac), Myer Centre/REMM.

When public monies are involved developers line up salivating because they know that RoI is not the be all and end all. They know that if budgets over run, the govt will foot the bills.

Where motivation comes from wanting it, as opposed to the market needing it, tenants are often hard to find. Something can be said for getting govt depts to move into the CBD, but not into what will become another white elephant.


The way any city gets skyscrapers is where the private sector sees an opportunity to get a return on their investment. The way to get that kind of environment is to have industry. The way to get industry is again not for the govt to go fishing (Multi function polis any one?). It's just got to be left to happen naturally. I'm not saying that the govt doesn't have a role in facilitating this, but they can't make industry out of thin air.

Opportunities must be identified and investors must find those opportunities. History has taught us that it just doesn't reliably happen any other way.

I do believe Adelaide needs some 'build it and they will come" projects, to shake off this stagnant image that every single Australian has about Adelaide. The other week Harbison brought up the fact that not as many as expected mid-high rise apartment blocks are being built, causing the CBD population targets to be way under. He blamed it on conservative SA property developers who will only do small scale, luxury stuff. There lots of little 2-3-4 level aptmt blocks popping up, but nothing like whats been going on in Bris and Perth ie 20 level+.
Therefore Id like to maybe see the govt step in directly, or via a PPP, and finish the Balours project soon (ie the part where the old bus station is) with 3 or 4, 25 level apartment towers for a middle class price bracket, caus I for one dont care about a granite bench top but would love to live in the city. We are crying out for some new CBD apartments that are not 'luxury', and private developers will never do them at the moment. Luxury apartments hardly add extra vibrancy to the city because their tennants are high income people working 50+ hours a week, who drive their BMW straight into the carpark basement and maybe visit a cafe for 30 mins max on a Sunday. We want CBD dwellers who actually add street life.
We need to show the private market that middle class city apartments can be done, and it will show Adelaide is committed to lesen further sprawl. The federal govt has a stimulus plan for the country. Why cant we have a govt stimulus package for our CBD.
Atleast there lots of student blocks being built
