RECOMMENDATION
13.1 I recommend that the Development Assessment Commission RESOLVE:
1)
That the proposed development is NOT seriously at variance with the policies in the Development Plan.
2)
To GRANT Development Plan consent for Development Application 020/0020/08 Variation 2, for the variation to Development Application 020/0020/08, (being for the re-development of Harris Scarfe, including the demolition of existing buildings and the construction of a 19 storey building comprising 4 storeys of retail (including basement) and 15 storeys of office accommodation) – the Variation is for the construction of an additional 2 levels to the office accommodation (comprising a total of 17 levels) and for minor alterations to the office tower, by Alteman (SA) Pty Ltd, c/- Jensen Planning & Design.

Ok so they're waiting to get tenant commitment. If this is proving harder than they expected then why have they added a further two storeys of office space?

The Tenant they are lining up most likely requires more space, hence the need for the variation.

No beer was involved there LOL!
I just didn't realise they had added the extra space for a specific tenant.
It just sounded like they were struggling to find enough tenants and then decided to add extra office space in the building, which of course sounded very odd!
If they have secured a tenant who needs additional space then that's a very positive thing and hopefully (fingers aching from being crossed yet again), we might actually see some action in the not too distant future, maybe.

When we arrive and leave work, we have to go through the HS staff entry door on James Place, and walking in there today I noticed that Alex Beer's (a little fashion store on James Pl) is having a demolition sale at the moment. That and the fact that many of the businesses inside HS like the bag store, Toyworld, the pet store and the bedding store are all closed down or are in the process of closing down tends to suggest that this may not be too far off now. Soon it will just be us and EzyDVD left.

Yeh I saw that the Pet Shop's last day is 28th Feb, Sintra has gone, Toyworld has gone, EZYDVD is moving in March I belive, and I saw the Axel Beers demolition sale signs today. I hope they don't close down and they reopen when the development is finished as it's quite a nice little local store.
I think Haris Scarfe will close at the end of April just after Easter.

So what happens to Harris Scarfe for the period of time between demolition and construction? No temporary area to trade from? Surely that would be a tremendous amount of money lost

I'm sure they will have a contingency plan for this. Looking forward to seeing this one start now thart the GFC is almost over in Aust.

Promising signs. I was going to say I'd expect to see a massive final clearance sale for at least a couple of months before HS closes down (as happened when John Martins Rundle Mall closed), but thinking about it I realised Harris Scarfe have a massive final clearance sale on all the time!

Went for a look today and still nothing happening. In fact, in the basement it looks like they actually putting in a new fitout of sorts, and at least re-painting a part of the store (wet paint signs everywhere). It's hardly encouraging as I don't think they'd be spending any money on things like that if demolition was iminent!

This could just as easily be part of a temporary transitional contingency plan also. Who would set up permanently again in such a place?

Levels 2, 3 & 4 of Harris Scarfe are now closed. There is only the basement, ground and level 1 open. I'm led to believe internal demolition works are starting on the upper levels. Looks like this isn't far off.
