Roofing is engineered to support its own weight, and to resist live loads, which for an open structure comprise wind uplift, wind downforce, human traffic (repair and cleaning crews) and...stormwater loads. Crucial in resisting stormwater loads are the position and cross-sectional area of downpipes. It looks as though the roof drainage was either inadequate or not functioning properly, for example due to blockage or possibly the filling and backing up of the drainage system. See you in court, I'd say.

Um stumpjumper, the station roof there is plastic panels fixed to a metal framework. Some of the panels in the folds in the roof sagged then burst under the weight of hailstones and rain. That loud rumbling noise is hail smashing into the roof.

Its really a lack of foresight to use stronger panels in the areas which water could be trapped.

The drains were completely flooded, as was the basement shop, underpasses, and some of the trams down the road.

Thanks fabricator. Even so, the plastic panels must have been designed to drain somewhere. Maybe as your post suggests large hailstones blocked the drains.
