Yes Adelaide CC has primary carriage of amending the Development Plan so we have control on the policy side- to an extent. The Minister has to approve any changes based on them being consistent with the Planning Strategy (under the Development Act process) thus they technically the “own” the Development Plan.

What we really need is a decent strategic vision for the future of the city ie 3D model) that we can all work towards – we need partnership with State and also Federal Govt!.

All applications over $10m now get assessed by staff at the DAC and decided upon by the DAC body itself.

ACC staff can provide comment and ACC DAP will provide comment if needed – i.e. complex, heading for refusal or public submissions to consider.

I am sure DAC staff will provide the same level of transparency – but would be interested in your comments as you guys chase details from now on!

The staff @ ACC are in the process of working through exactly how it will work in reality – we are LAL confused as it was not worked out before hand in any way whatsoever – sad really.

Regarding mix of professionals and Councillors – having experience in both (!) I have to say there is a role for both – people in the community need to be there to represent their community –I door knocked EVERY business and resident thus has the best possible understanding of my community – its an amazing experience to spend weeks door knocking every door around your own home!

Being independent is not the be all and end all – being an “expert on the Adelaide City central ward community” is just as valuable a skill as “expert in architecture or town planning”.

Planning is one part science, one part art and one part community values…be careful what you ask for because simply having “experts” in part loses the local values that define our culture and make us different as a city.

Being both makes me highly qualified I guess and I will be lobbying my fellow councillors to get on DAP next year…

Council wants major development powers back

Adelaide City Council wants the South Australian Government to restore its powers to deal with major development.

The council lost its authority in 2008 to assess city projects worth more than $10 million.

It wants a meeting with SA Planning Minister Paul Holloway to discuss the situation.

Councillor David Plumridge says Mr Holloway at least must consider changing the $10 million limit. "As building costs go up of course that depreciates the value of the buildings so maybe there are other ways of doing it, perhaps a criterion would be the height of the building or maybe the floor area of the building," he said.

He also has suggested giving the State Government a say on independent appointments to the council's Development Assessment Panel.

Saying nothing of the merits of the DAC vs DAP, I think floor area is probably a more sensible way of working out the cut-off point (if there is to be one).
