I know nothing about freeway construction, but a 2 and a bit year construction timeframe for a 22km freeway sounds pretty ambitious (on the face of it)? How long did the Northern expressway take?/

about 2 years, started construction in 2008 and was completed in 2010.

This is a lot different to the Northern Expressway, as for that project, they were able to complete it quickly as it was done from scratch.
In the case of the Southern Expressway, it will be a little bit more complex; as they will have to negotiate traffic diversions from construction works, especially around the interchanges and bridges. This will have some impact on cosntruction time, and I'd probably venture to guess that it'll run over-schedule.

Has the darlington study finished and a final report done . I think it was due early this year but havent seen anything yet

I quite liked the DTS Proposal.
Also, how's the duplication going?
I take back many of the things I said before 2010; particularly my anti-Rann rants. While I still maintain some of said opinions, I feel I could have been less arrogant. I also apologise to people I offended; while knowing I can't fully take much back.

We can't ever seem to just get on with things and do them can we. Darlington interchanged scrapped. For me personally this was the most crucial part.
Exp'way duplication to start before Christmas

WORK will begin before Christmas on the duplication of the Southern Expressway, after the State Government today announced final approval for the $407 million project.
An extra $37 million has been added to the original $370 million cost of the project, which is expected to be complete by mid-2014.
Changes include the adding of a fourth city-bound lane between Reynella and Bedford Park, and road widening at Beach Rd.
The Baulderstone-Abigroup has been chosen as the project’s contractor.
Transport Minister Pat Conlon said the extra funding allocated for the project would come from the $75 million earmarked for the now-scrapped Darlington Interchange project.

The main reason for the Southern Expressway Duplication was because of the Darlington Interchange Project, but that's been shelved
Don't understand the need for a forth city-bound lane either, Darlington is far more important.

They talked about it a lot and released a lot of conceptual images, but no 'firm' details were ever actually provided.

From what I can find, it seems it was always the "Darlington Transport Study" until a couple of weeks ago when it was decided that funds would go towards the Southern Expressway, and the Murdoch Press decided to call it "the scrapped Darlington Interchange Project".
