I think ResourceCo bought the low lying land at Dry Creek / Gillman with the plan on building it up with as much fill as they can manage.

I know excavating the basement is Site Works, but there are four ground level columns at the Southern end which have been poured. You can see one of these in EBG's photo from this morning
I was on site there the other week and noticed them as I was heading to the site offices from the bottom of the hole. Those columns would be external columns located on the perimeter of the building, founded on the boundary basement retaining wall instead of to a pad footing or pile at the lowest basement level.
