I'm not 100% sure, but I think it means that the development complies with the development code, and as a result there does not need to be widespread public consultation. Will is essentially correct. A Category 2 development requires adjoining owners/occupiers be notified. Category 3 requires notification through the Advertiser, therefore statewide. Category 2 and 3 can have anyone making a submission, but with Category 2 not all or any of these submissions have to be heard in person in a DAP meeting (Council decision normally based on who is closest /most impacted by development). Category 3, all have submissions are to be heard in person at a DAP meeting if they choose to be. They also get appeal rights against the decision if it gets approved, hence big delays with Category 3 developments. If you are putting in a DA you definately want it to be Category 1 or 2 and not 3 Therefore this is good news. Adelaide Airport's comments and tenant commitment will be the interesting parts of this proposal process.
Also, once this goes up on notification on ACC website, you can make electronic submissions in support. I think it is via e-mail, there is usually a link provided.
