I was thinking that...it's hard to believe that it won't be visible from this (and probably it's best) angle in around 18 months time.

Yes that's an extension of the existing car park that sits behind this and will have an entrance under the building. Considering Samaras purchased the neighbouring laneway, I'm surprised that he didn't try and shift the carpark entry into said laneway.
