Well, it probably could've gone to at least 140m perhaps even 145m max but that would've been pushing the restrictive height limits imposed by you know what. Two buildings currently being finished in Pirie and King Willam Streets (without me naming them) are the ones that could've been twice the height as you say. We got to live with what we got.

A second tower will not improve the conditions within the plaza. A 3-storey building, as approved, is somewhat more harmonious than a 100 metre tower will be.
Looks like the horse is bolted, especially with Malinauskas' backing.

According to today's In-Daily a proposal for a second tower has been lodged with the Government by Walker Corp.
No height or other details are in the article. Probably the announcement timing is aligned to the topping out of Tower 1 and the publicity around its high-end tenancies.
