I think they might be referring to the section between Seacombe Road and South Road, where they don't have much ITS equipment. That picture seems to be missing a large hillside in the background, and the foreground has four lanes (bottom right) merging to three with the end of a solid concrete barrier appearing right in front of where a car in the disappearing lane would end up if it failed to find a gap between trucks in the second lane.
Practically, those errors probably lead to the net effect looking a lot flatter than final construction will make it. The Southern Expressway lanes come down a hill, and I think the viewpoint of the picture would be around where they could start to descend into a trench. Since the roads are not planned to be stacked vertically like the North-South Motorway Superway, there is little value in digging deep trenches except for ground-level crossing bridges (like Grange/Port/Torrens Roads). It just needs enough fences or drops to prevent pedestrians from attempting to cross, and maybe some depth to help with noise management (as long as it doesn't just echo and amplify).

Anyone know what the big metal structures are that are being built over the northbound carriageway between Grange and Port Roads? They look like giant bus shelters protruding over the road but obviously aren't...
I thought about signs or gantries but seem to big for that.

Why did they remove those concrete barriers? I liked those concrete barriers.
For a brief period of time, they prevent people from being jerks and cutting across the road so you can see them just in time to adjust to the road conditions.

The metal structures are gantries, which are an architectural urban design feature on the project. There will be more erected along South Road in the near future.
