The underpass is mostly complete and the site has been cleared up but still no sign of any actual overhead wiring. Picture taken from pedestrian crossing south of underpass.

That stuff is expansion caulking between the concrete slabs, its a cream/grey coloured sort of rubber compound.

Unfortunately there is not much extra work happening at the Leader Street crossing

Leader Street level crossing
Safety improvements for cyclists and pedestrians will be delivered at the Leader Street Rail Crossing through the provision of automated gates and visual warning lights at each of the two pedestrian/cycling level crossings. This will also improve safety along the Adelaide to Marino Rocks Greenway that runs alongside the Seaford rail line corridor.
