Including them; my original understanding was that this would have a few different government services there. May have changed since that.
The plan has always been to house Services Australia offices in one building. I think there are/were 6 different buildings in and around the CBD, going back to the days when orgs like Medicare were distinct entities.

My partner used to work for Centrelink, and they had been looking for a site like this for several years.

Perhaps this tall-99 Spencer st Melbourne recently completed , 249 m, 78 stories high (each band is 2 stories) .Picture 11/6/2022. please click on picture for bigger.
