That would be "The New Citroen" from Mythologies, right? As with the other essays in the book, he's talking about the car not to study engineering per se, but to dissect what message the image of the car (and the public's response to it) is sending to us about ourselves and how we understand the world. Aaargh! It was obviously to lure any Chinese reading it to buy the 'Great Happiness Car'..."The New Citroen" is on page 88! Coincidence? Hardly!
