I think he's talking about the old existing facade they've attempted to incorporate into this new building.

I assume they are going to clean it up later but it looks old and disgusting right now. I'm not sure why it was even preserved instead of just a new similar replica.

It defeats the purpose of facade preservation which is to give the illusion the original building is still there, and retain the character of the street-scape, as we see on North Terrace.

I remember walking by West Franklin a couple of weeks ago and there was this site next to it that had this massive gold colored framed window with black beams and I gotta say they look very similar to the windows in the renders on the ground level for this project.

The Sands & McDougall facade will look very nice with the new building, but so many people got riled up about saving the facade that they completely forgot that just around the back, the James Place Hotel which was originally going to be preserved in its entirety, was sacrificed in its place.
In a perfect world, we would've saved both. But if I had to choose my vote would've been for saving an entire building over a small facade.

Whole (or majority) of a building should always be the preference over a facade. One is genuinely preserving heritage, the other is skinning it and hanging the remains like a painting.
