Seeing as I've been been challenged as 'anti-progress', let's talk about what high rise development does for street level activation, Kings Head Hotel and the Wright Street Hotel weren't necessarily bustling Mon-Thurs venue but they were very popular on weekends - both are now a crumbling and not in use, you couldn't even stick a tenant in the either building as an interim because they've been gutted of the necessary ammenities to operate. A completed example of incorporating an existing 'cultural' building into a development, the Tivoli on Pirie Street once a bustling live music venue, apartments built behind and since then has seen a succession of tenants try and fail to stay afloat because what it did best was lost when the apartments were added to the building. Pirie Street east now has nothing activating it beyond 5.00pm on any given day.

What's the significant difference between a student accommodation block, and an apartment block of four bedroom apartments with en suite bathrooms for each bedroom? Why would the latter add more vibrancy to the city than the former?
I'm an outer suburbanite for most of my adult life (live and work), and grew up as a country boy, just inside the practical limit to commute to uni for four years. I thus have little experience of city life outside of study hours. We occasionally go to the city for an event/show/concert but rarely go there to eat, shop or "vibe" otherwise.
