Landscaping in Darlington already seems have commenced this werk. The northbound lanes between Sturt Road and the Sutton/Mimosa bridge (or slightly north) already has some irrigation pipes laid and soil. This is adjacent the inner surface lanes in a small section where the final concrete barrier is in place.
I haven't noticed this in any other area though yet.

If you're speaking in a legal sense, it's actually not a landowners job to maintain the verge outside of their property. If they wish to do so, great. If they want to take ownership of how it looks (i.e. laying grass, planting shrubs, etc) then yes, they must take responsibility for it. However, if you choose not to touch the verge outside your house, it's not your problem. I live in Colonel Light Gardens and the council spend tens of thousands a year regularly maintaining the grass verges, any additional planting around the base of the trees on the verge (quite common) or establishing an irrigation system (also quite common) is up to the adjacent landowner otherwise, not our problem.

And in Westwood all the verges have sprinkler systems installed that are linked back into the property as part of the landscaping that came with the house and land packages. Given this route is slightly longer by about 1.5KM and would require either significant tunnelling to negotiate the Greenhill /Portrush road corner or an interchange that would wipe out most of Burnside, I find this route highly unlikely to even be considered. Given the large amount of government owned land through Urrbrae, that leaves about 320 individual properties along Cross road to Emerson. This includes both sides of the road. Even at an average price of $700000 would require about $220 Million. Significant but not a deal breaker, when compared to kilometres of tunnelling.

The speed limit along the Torrens to Torrens project’s lowered motorway has now been raised to 80 km/h.

As mentioned several times, it's due to the bitumen. The faster you drive, the more force you are pushing down onto the road, meaning if the road isn't fully set the road might deform. It's not traveling at higher speeds that deforms the road, it's the braking from higher speeds. But anyway 4km non stop at 60kph is 4 minutes, at 80kph it's 3 minutes. The DPTI 2022 Forward Work Plan https://dpti.sa.gov.au/__data/assets/pd ... n_2022.pdf just released gives a start date for the Pym St - Regency Rd extension of early 2020 and finish of the Northern Connector as end 2019. But it also gives finish of the Darlington upgrade as end of 2018 which clearly is not feasable.

Thanks Mawsonguy for the info. It seems very slow that they estimate it will take 3.5 years (mid 2022) to finish the Pym-Regency Rd section which is only 1.8km. I know it includes an overpass but how long will it take to finish the last 10.5km at this rate?

The "start" of a project like that always depends on who is talking, and what they look at. Is property acquisition and demolition before or after the start? What about engineering design, tendering for construction, detailed design and procurement of equipment?
