Probably Samaras waking up to the reality that there isn’t the demand for the office space he’s rolling out. His Wakefield Street building still only have two floors occupied (Comm Bank).

A basement level has been dug on this site except for the eastern car park entrance. it is hard to get a good view. I think a service core is been started in the centre.
