subject to the following reserved matters and conditions:

Alright so Planning Consent has been given the green light, but in a quote from the Advertiser:
"JWDT must submit details of external materials and finishes with the government architect and a stormwater management plan before development approval is granted.
Once complete, the building, known as SA1 Tower, would eclipse Adelaide’s tallest building – The Crown Plaza, on Frome St, by 42m."
So construction won't start until that's done, but that will be submitted quite soon I'm sure.

This is a formality. Those items have already been discussed extensively. The SWMP was submitted nearly a year ago.
There is still detailed design, marketing/sales phase, main contractor tender, construction documentation and site demolition which need to happen before construction starts. I'd allow roughly a year for all of that.

Sorry to break your hearts, but since the original 230m tower isn't being built, there will be no nude parachuting.

It only takes one development to act as a catalyst for encouraging further developments.
Our sister city in Austin, Texas, is proving to be a great example of this. Only as recently as 2004, their tallest building was only 122m tall. Then they went through a skyscraper building phase through the mid to late 2000 and 2010s, with the most recent tallest being completed in 2019 at 210m tall.
Now there's another development at 311m in height which will become Texas' tallest in 2026 (
https://www.archdaily.com/988843/kohn-p ... t-building).
I am not suggesting that Adelaide will end up with a supertall. That's unlikely given the airport's operating airspace. All I am saying is that other 150m-180m proposals are likely to follow, and possibly some more adventurous developers may try and push 200m (with a spire or uninhabitable roof space?).

Hopefully, but the Austin metro area has also seen a lot of population growth over the past 20 years.

Austin is the destination of Silicon Valley IT expats and Californians in general. Big difference these days in population and economy
