Interesting article but a few errors. The plans were not released only this week, they have been updated.
The developer's do not need to find a tenant seeking 30,000 square metres of space. I am sure an agreement of around 15,000 square metres or less would get financed.
The DAP approval was not an 'easy' step. It was probably one of the hardest steps to get through.
One good point raised in the article is the low $100 million price tag. I agree there is no way it will be built for that amount without being 'dumbed' down. Maybe somewhere between $150-200 million is more realistic?

Thanks for sharing that article Beamer. However I think it is a bit silly to dismiss the council's apporval of the development as a small hurdle. I actually think it is significant, that the council which previously has been very strict on height matters, would have approved a 123.7m building. Furhtermore I actually thought that the building would be rejected by DOTARS. Just having reched this stage is very significant, considering that it has not been dumbed down.

Thats what I was thinking about the cost... I mean, I dont really have any idea about what it costs to build stuff like this... but I thouight it seemed relatively cheap, with the tram line costing 30m.

Based on rough oldish rates in SA, office accommodation costs about $2500 per m2 to build for standard finishes. Basement carparking costs about $18,500 per carpspot. This would be about $80m total.
This would be way too low considering SA Water is about $85m for 10 levels. $100m seems extremely low when you think about the temp works which would be required for the cantilevered section.
