20 x 4.1m = 82m
whereas at 72m this equates to only 3.6m which is closer to an apartment building which is 3.4m.

Yes, CCT8 has a floor-to-floor height of 3.7m

The estimated fit-and-finish date is currently October 2012.

Back down to 18... dare say Australia post have pulledout, yet it's only 2 levels s o i don;t knowwhy they don;t just go ahead i'm sure they could fill it by time it's finished.

What is it with 18 Level buildings in Adelaide ?
Seems funny how 18 is about the maximum we get these days (with the exception of
the Harris Scarfe building).

I suggest that the reason why the developers are lodging both 18 level and 20 level options concurrently, is because the developers want to have a bet each way.
I suppose, the ATO and Australia Post only require 18 levels. With banks being quite tight these days, I think they are more willing to fund a building with 100% occupancy. The 20 level option is being thrown in, just in case they can find a tenant for these 2 floors.
My personal opinion is why not just go with the 20 levels? With pretty much no new free office space coming onto the market until 2013, I am sure that they would find a tenant for these 2 floors.

In reality I'm sure it's because they are being conservative.
In ideal-world it's because they see no point in trying to entice tenants to fill up an extra couple of floors in this building when they are about to build a 40 level building next door.

The reason is that they don't want to oversupply the market not even a little bit. That would bring rent prices down, and they want the best RoI they can get.
Basic demand and supply stuff.

In answer to the bold - my question for years - ever since the eighties. Sure tenanting does not fill the explanation for all cases. Odd.
