Definitely. Those stores would definitely want a Rundle Mall address.

I know it's not ground floor but I still think there's potential for the old Harris Scarfe site in Rundle Mall Plaza. Don't think I ever went in there but if the floor's the same size as Spotlight then that's pretty sizable - maybe a bit small for H&M but about the right size for a Topshop. Most of them in Europe aren't that big.

H&M set up shop in the old Melbourne GPO, so it could work here too. Problem is our GPO isn't in the middle of the retail precinct like Melbourne's was.

If I couldn't demolish the UniSA west campus buildings facing onto North Terrace, at the very least I'd knock through all of the walls at ground level and damn well force them to interact with the street!
