The squaring of the square is by far the most expensive part. I could be wrong, but I think the split was roughly 25:25:50 (give or take a bit) for the stages (stage 3 also included the giant arbours). Wasn't the last council asking for state funding or more of it to finish the project?
Why didn't the previous council sign contracts for the second stage of the project? Did they intend to go on with it, or was it contingent on funding from the state, so no real commitment to it? Easy to blame the new council(and rightly so).
After the masterplan was developed, council tried to get contributions from both the state and federal governments. After being knocked back by both, it was decided to proceed with stage one in order to finally get some movement after decades of failed attempts. It was believed it would demonstrate that this was a project that would actually be followed through on, and stage one would show the viability of it as a space, and thus be more likely for state and federal governments to come to the table for stages two and three. Stage one was completed, council changed, and they've effectively sat on their hands since. After going it alone on stage one, the council definitely needs co-funding to pursue the next stages.

New photos of Adelaide Festival Plaza redevelopment released as State Government awards promenade construction tender
THE Adelaide Festival Plaza is a step closer to reality as new photos are revealed of the $23 million redevelopment that will include bars, restaurants and a Hollywood-style Walk of Fame.
The new northern promenade will stretch from the footbridge to King William Road as the latest instalment of the $900 million plaza revamp, the State Government announced on Monday.

Work will start early next year to give Adelaide's Festival Centre a north-facing main entrance onto the River Torrens and Elder Park.
The $23 million works are part of the wider $900 million upgrade of the centre and its current outdoor plaza, chief executive Douglas Gautier said.
"The whole centre in its previous days was orientated to the south — this way it ends up reorientating to the river and that's a great thing, so that it embraces the river and takes full advantage of the our beautiful location," he said.
The project to upgrade the entire Riverbank precinct will include a Hollywood-style walk of fame, he said.
"Families will be able to see and enjoy curated video art on the large screens and learn about the many stars that have performed in the venue over the last 40 years," Mr Gautier said.
Urban Development Minister Stephen Mullighan said the upgraded Festival Centre would become the centrepiece of the entire Riverbank project.
"While the old amphitheatre and plaza hold special memories for many South Australians who've visited the Festival Centre over the years, they were not easily accessible and in need of repair and rejuvenation," he said.
The contract for the work on the northern face of the Festival Centre has been awarded to Badge Constructions and the South Australian Government said it hoped the transformation would be complete by the third quarter of next year.
Lendlease has started work on its part of the redevelopment, lowering Festival Drive which leads to the centre's car parking, and improving pedestrian access between Adelaide Railway Station and the Torrens footbridge which gives crowds access to Adelaide Oval.
The Festival Centre and plaza works are expected to support 2,500 jobs, the Government said.
It also said a free smartphone app was now available from the Apple app store to help people navigate temporary pedestrian and traffic changes during Riverbank precinct construction work and an Android version was under development.

The northern exit of the Railway Station was closed off yesterday.Fencing along the perimeter of Festival Drive was erected a couple of weeks ago.
Workmen were on site this morning.

Apart from that, the detour to/from the footbridge from North Terrace between the Railway Station and Intercontinental is easy to use, well lit with signage.
