As long as people can walk over it, there shouldn't be a real issue.
I'm assuming the aesthetics of the bridge will the part they haven't finished.

Yes it will support the weight of the people crossing it, but it won’t look as pretty for the Ashes test as it will for the first AFL footy game next autumn.

I can't seem to find where this is covered off, I'm sure it has been raised.
the exit point of the bridge on the casino side, has that been addressed? the photos on the renders I have seen have the landing further away from theatre that appears in real life
I just walked past this morning (sorry no photos - phone broken) and the ext just seems to end at a road junction and required you to walk across the road to get to the train station?

looks like they have started the concourse area outside the ralilway entrance or exit leading to the footbridge as its all fenced off now and the guys were digging up medium strips and pavers.

had a look at the Torrens Footbridge today and the area just outside the Adelaide Railway Station entrance has had quite a lot work done in the last couple of weeks. The Ground has been painted in blue shapes much similar to the design that was done in Bank Street recently. Apparently the Torrens Footbridge will be functional for the Ashes in 10 days time from now, and by the looks of it they have a lot of work to do in the next 10 days if thats the case. I'm sure it will be done but I'd hate to be on that working site right now!
