A warning - if you go into the AdelaideNow site to print off the report, DON'T read the readers' comments, because there are far too many moronic ones, as per usual! The Subiaco video was interesting.

I think that is the Tonsley/Flinders area.

I can't get to that Subiaco transit development video on the AdelaideNow site :( Still going through the transporthousingplan.pdf... and trying to make sense of some of it (it's pretty late and my head's not all there tonight).

But I noticed on the above map, that the entire Adelaide City Council area is covered. What does that mean in terms of say Category 1 developments? E.g. I'd like to put up a 200m tower on say King William Street, how would the new plan affect my development?

I just cant believe whats happened in the last week. Its like a dream. Electrification and upgrade of our trains and trams, and now the development of TOD's. What has happened? We've finally worked out that we are a city, and we should finally start acting like one. I love it.

Well done. Now, let's make the transition from plan to reality.

The Planning and Development Review has been in the works for about 12 months. I managed to sit on some of the Steering Committee sessions as an observer over that time. It was a high profile committee that included State and Local government planning experts, along with CE's of Planning SA and PIRSA. It was assisted heavily by KPMG consultants who did similar work in Sydney. The Steering Committee was Chaired by Labor MP and Parliamentary Secretary to the Premier, Michael O'Brien, who is the member for Napier (Elizabeth - Smithfield area).

The Transit Oriented Developments sites were originally assessed by the LMC as suitable, then taken onboard by the Steering Committee. Both Mike Rann and later Michael O'Brien took to the US to visit TOD sites. Part of my job was to set up a itinerary for Michael in Vancouver, Washington D.C, San Francisco, San Diego, Portland and Sacramento. The examples of TODS in the US differ widely, but Portland impressed Rann very much. Michael was very much taken with Washington D.C.

The electrification of the rail network would not have been so comprehensive had the planning review not been happening simultaneously, it has become a very complimentary package indeed.

The Vision for a Sustainable, Liveable Adelaide and South Australia is finally here, money has been committed to its beginning, now we all have to see it through.

Adelaide will definiately change ...

Still only up to page 14 of the pdf. And I keep finding myself nodding with everything i've read so far.
The Committee recommends:
• Removing minor matters from the system such as
standard decks and pergolas – these will not require any
form of approval;
Here here... about time.
• Sharply increasing the amount of development
classified as complying (“as of right”) if a development
meets the Code’s performance standards;
• Allowing selected councils to make additions to the
Code to preserve neighbourhoods with unique
architectural and built-form styles;
Still some clarification needed.. such as who will the selected councils be? How can they add to the code in terms of architectural and built form styles. Perhaps i'll find my answer as I keep reading.
• Streamlining merit assessment for complex applications
to reduce stop-the-clock practices where developments
can be held up indefinitely awaiting more information;
Could this be for example, waiting for CASA approval?
• Reducing referrals from local councils to State
Government agencies by at least 35 per cent, thereby
slashing double-handling costs for applications;
I'm not a developer, but can someone tell me what the referrals are at the moment?
• Requiring planning authorities to publicly report on the
matters they deal with and their assessment times;
Guess this is bringing some dap's into line with best practices?
• Improving standard application forms and
pre-lodgement processes to enhance the quality of
information given to assessment authorities. This will
accelerate assessments and ease the burden on local
government to chase information, and simplify the
experience for applicants;
So straight up a developer will know that they will need X, Y, Z forms and XYZ consent before they should put in a submission, rather than having it come into council in dribs and drabs as required?
• Clarifying matters to be classified as State significant
developments, which will be dealt with by the Minister
and the Development Assessment Commission; and
So is this enlarged role of Major Project status? How does it differ?
• Allowing the simultaneous rezoning of land with
development approval.
Excellent, assume this was a separate process before.

11 proposed TOD locations: Elizabeth, Mawson Lakes, Modbury/TTP, Glanville/Newport Quays, Bowden/Hindmarsh (Clipsal), Mitcham, Bedford Park/Tonsley, Oaklands/Marion Centre, Noarlunga, Plympton, Cheltenham (TBC).

Other locations mentioned are simply existing significant centres within the corridors where development could also occur.

Cheltenham is TBC as the developers did not want to pursue higher densities... didn't believe the market would support more than two-storey townhouses.

Yes, that is right. Jennifer Westacott from KPMG produced the report. She worked extraordinarily hard to put it together, hat off to her!

Well, I've read the LMC Report on Transit Oriented Developments which was commissioned, I was led to believe, as part of an investigation into potential locations for TODs in Adelaide by the Steering Committee. Generally, the recommendations of suitable sites from the LMC TOD Report seem to have been adopted by the Planning Review. I could, however, be wrong.

Either way, its great the Report is out there for people to discuss and assess ...

A lot of negativity coming out of Adelaidenow, I know, pinch of salt type thing but seriously...what the f-ck is the problem with these people.... they will literally get on the negativity band wagon for ANYTHING. Carnegie Mellon as another example. Anything that is put forward that is slightly visionary and doesn't cost under $5mill is not worth it to these cretins.
