Royal park salvage is replacing the top layer of soil with clean fill to produce a level compact working site..

The fence kept toppling over in the wind, I suspect it has something to do with that and the fact that the project has stalled...

Can someone please explain why the heck is the road behind this site closed off when there's nothing happening on site ?
Some of the things happening in this city are really starting to grind my gears.

Description
Variation to DA 020/A006/19 V2 comprising: -reconfiguration of ground floor building services - removal of the aluminum cladding to the parapet -removal of the external vertical aluminum strip to the southern edge of the western and eastern elevation.
Another amendment submitted on 12 March for this project. I walked past yesterday and not sure if the road is closed because of this project's imminent start or for another reason - can anyone confirm? Seemed to be a few tradies doing work in the neighboring building who had parked on the closed road in front of this site.

There is a mini excavator parked there on site which has been there since about Wednesday last week but as at Sunday does not seemed to have done any useful work. picture taken Sunday 11/4/2021 4 pm.

This one is underway now, with plumbing sticking up from the ground and workers seen there during the week.

It was Marshall and Brougham, but they took down their signage some time ago. There's no indication of a builder, which is unusual!

There was some activity on site today but the only way to see what is happening is from the rear side street.
