There's definitely demand for new office space in the Adelaide market as indicated by how little space is left in 60 KWS or One Festival Tower, but this is not the right or most convenient location for a new office building. Most major businesses want to be north of Victoria Square if possible, as that is where most other major businesses are located. Even the new office building at 108 Wakefield Street just down the street is still sitting mostly empty despite being built speculatively without any anchor tenant.
Hopefully it can be reconfigured to another apartment or hotel tower, as this would have made more sense on this site.

I don't know the exact story about why this didnt occur but it would have been nice if either Libs or Labor followed in on their plan for trams down Grote St instead of the drama about a right hand turn on KW and North Terrace, might have helped office demand in this space but oh well.

I imagine we might have eventually seen Grote Street as part of an airport tram route, building on the city tram ring, but people decided in 2018 not to endorse the tram extension plans and they lost momentum.
In 2018 Labor was very clear that a big motivator for the chosen City Link route was exactly what you say, to stimulate development in the city.

I believe this was the final preferred route:
That said, the proposed plan was to build EastLINK and ProspectLINK immediatel in the four years after the election, and then to expand on that with the CityLINK route, so it's likely some details would have changed.

To expand on the investment/light rail discussion connected to this location, the new basement area planned as part of this project would segue very well to a new Victoria Square railway station in future.

Looks like new fill has been brought in around the boundary to help create a level surface for the piling rigs. Hopefully not too much longer until we see Multiplex take over the site completely.

UPark has sent out emails notifying temporary changes to ramp access in the Central Market carpark starting on the 15th to allow for works.
