Neither the council or SCAP have had any bearing on the delays to this project. Most of the delays in projects currently are caused by increased building costs - zero to do with bureaucracy.

One thing SA could do is ban land banking.

At least ban land banking in the CBD and North Adelaide or have an intention clause outlined in applications. Unfortunately, both can be manipulated.
